Texas has a rich history of industry-based certifications (IBC) at the secondary level, and high school industry certifications have been a key part of Texas’ career and technical education for decades.
In Texas, the TEA clearly states that the purpose of the IBC list is to identify certifications that prepare students for success in the workforce, military, or postsecondary education.
Secondary students may earn the Certified Web Animator certification for free as part of the Learn and Earn partnership between WebProfessionalsGlobal.org and CTeLearning.com.
The IBC can be found on the 2022-24 Industry-Based Certification (IBC) List for Public School Accountability list where we find the Web Animator certification.

One caveat to the list is that the list points to the old professional association website and not the new one. It is the same organization, however, they updated their logo and website in the summer of 2022 to WebProfessionalsGlobal.org.
What makes this IBC from the Web Professionals Global stand out is it comes from a professional association dedicated to building and nurturing all web-based professions through community, education, and certification. This is not a testing company, but instead it is a community of professionals.

Let’s hear from teachers and students about their journeys to earn their Web Animator certifications from WebProfessionalsGlobal.org through this innovative partnership.
Jadah (educator at Hoehne HS) had this to say about the Animation course and working with CTeLearning: “I have a student I was worried about at first. He just was not motivated to do much of anything in my class. As their teacher, this worried me. I have never seen him excited about anything until yesterday when he started looking at all the things he was going to do in your Animation course. There was joy and excitement all over his face. I am just so happy for all my students. I know some of them have never passed a test with more than a ‘D’ grade. This is huge for them. This curriculum is helping me with all my learners regardless of how they have or have not struggled in the past. They are seeing their futures in a creative career path. They are gaining self-confidence and believing in themselves. Light bulbs are going off in my class every day, and as an educator, that’s what we all live for.”
Cathy talked about how word is getting around the school about her class: “The Animation class and certifications have created some buzz around school. We're about to start course selection for next year, and I've already had two kids I've never taught before come ask me about it.”

We asked some of our students what it was like to showcase the projects they had built on the path to certification. One student said, “My family was impressed, but it was actually more satisfying to watch it with the rest of the class. My parents thought it was cool, but they didn’t understand the work that went into it like my classmates did.” Another remarked, “It was fun to show off my cultural music video, because I put in a lot of inside jokes and things only people from Pakistan would get. But then it was also fun to show it in class, because I could EXPLAIN all the things that only people from Pakistan would get! I liked being able to use a school assignment to show off the things I’m proud of about my culture.” And another student proudly said, “My father was bragging at Christmas that I’m going to graduate high school already having an industry certification in my field, even before I get to college.”
Dan Solomon of Texas Monthly said, “The film industry in Texas ebbs and flows, often depending on the legislative support for the Texas Film Commission and its incentives program—but animation, which is growing on the production side, and which tends to have more stable and predictable work patterns due to set location and longer-term projects, is all growth right now. With an expanding pool of talent and steady work, animation is a promising path forward for the Texas film industry.”
